سيكوي هي جمعية مشتركة لمواطنين عرب ويهود، ممن أخذوا على عاتقهم العمل لدعم المساواة والشراكة في كل المجالات وعلى كل المستويات بين المواطنين العرب الفلسطينيين وبين المواطنين اليهود في إسرائيل. تعمل الجمعية منذ العام 1991 أمام الوزارات والمؤسسات الحكومية، الجهات الجماهيرية، الحكم المحلي والجمهور الواسع، من أجل إحداث تغيير بعيد المدى في السياسة الحكومية تجاه المواطنين العرب، والدفع نحو بناء مجتمع مشترك متساو.
يعمل قسم المجتمع المشترك، على دفع كل من أجهزة الحكم، السلطات المحلية والمؤسسات والمنظمات الجماهيرية، نحو بناء المجتمع المشترك والفضاءات المشتركة اعتمادا على الاحترام، الثقة والتعارف العميق بين اليهود والعرب. يقوم القسم في السنوات الثلاث الأخيرة على مشاريع مختلفة، من أجل تأسيس فضاءات جماهيرية مشتركة، التعليم للحياة المشتركة والتمثيل الملائم للمواطنين العرب في الاعلام والمؤتمرات وما شابه.
يضمّ قسم المجتمع المشترك ثلاثة مشاريع تصبّ في تعزيز وتحقيق الشراكة المجتمعية: حيّز عام مشترك، ، التربية للعيش المشترك ومشروع التمثيل اللائق للعرب الإعلام العبري والمؤتمرات. لقد تمّ تأسيس القسم قبل حوالي ثلاث سنوات، للنهوض بنشاطات الجمعية الرامية إلى إرساء المجتمع المتكافئ والمشترك، والربط المتين ما بين المشاريع المختلفة داخل الجمعية، بالإضافة إلى رصد وتطوير المزيد من النشاطات في الأماكن والفضاءات الأخرى.
جوهر الوظيفة: إدارة مشتركة (سوية مع المدير اليهودي) للطاقم، تطوير وادارة إستراتيجيات العمل وسيروراتها المتنوعة الموجهة صوب تحقيق المجتمع المشترك، وذلك في مجالات المرافعة وتطوير السياسات، بناء الشراكات مع منظمات وجهات خارجية، العمل الجماهيري والحملات الإعلامية وتجنيد الموارد لنشاط القسم. كما أن من مهمة المديرين المشتركين قيادة جهود تطوير القسم، بما يحويه من مشاريع قائمة وأخرى جديدة.
مكوّنات الوظيفة:
• إدارة الطاقم، إدارة النشاطات، إعداد خطط العمل ومتابعتها.
• تطوير الإستراتيجيات المستدامة لتحقيق المجتمع المشترك.
• إدارة الشراكات مع المنظمات الفاعلة في نفس المجال.
• مرافعة: ادارة علاقة مهنية، متواصلة ومكثفة مع الطواقم المهنية رفيعة المستوى في المكاتب الحكومية ذات الصلة وفي مواقع اتخاذ القرار للتقدم بعمل سيكوي من أجل بناء المجتمع المشترك.
• إدارة محاور العمل مع الأقسام الأخرى في سيكوي، بما فيها النشاط الجماهيري وتطوير الموارد وما شابه.
• دعم العمل من أجل تطوير الموارد لنشاط القسم.
متطلبات الوظيفة:
• الإلتزام العميق والجادّ بتحقيق الشراكة ما بين العرب واليهود في إسرائيل
• الإلتزام بتحسين الوضع الإجتماعي السياسي للعرب الفلسطينيين داخل إسرائيل
• خبرة مثبتة في الإدارة

• القدرة على الظهور وعرض القضايا أمام كبار الموظفين والجهات ذات الشأن
• القدرة على العمل باستقلالية، وكذلك على العمل الجماعي والإداري
• قدرة عالية وسريعة على التعلم وفهم الأمور
• قدرة كبيرة على التعبير خطياً وشفهياً، باللغتين العبرية والعربية
• المام جيد بشبكات التواصل الاجتماعي وعمل وسائل الاعلام العبرية والعربية
• معرفة الوزارات وطرق عملها – أفضلية كبيرة
• خبرة في العمل مع المؤسسات الحكومية – أفضلية
• خريج/ة اللقب الأول في السياسات العامة، العلوم السياسية، العمل الإجتماعي، الإقتصاد ومجالات أخرى متصلة بالوظيفة – أفضلية

Hospital Administration Specialist PositionDepartment: Global Programs
Position Reports To: Project Director
Location: East JerusalemOverview: USAID’s Momentum Country and Global Leadership (MCGL) award is a USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning.
MCGL seeks a Hospital Administration Specialist (HAS) to provide technical depth, vision, guidance and expertise in hospital management for a two-years USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.
Responsibilities:
• Serves as Key Personnel for all hospital administrative activities.
• Oversee the design and implementation of EJHN program hospital management activities in line with the project objectives and approved workplan.
• Leads the planning and coordination of project activities with the EJHN hospitals and other stakeholders to ensure timely implementation.
• In collaboration with EJHN hospital managers, implement EJHN program activities to strengthen hospital operations with a focus on:
o Planning budgets, establishing rates for services, optimizing insurance billing
o Coordinating hospital financial reporting and analysis to inform financial and management decision-making
o Development and implementation of effective policies for all operational procedures
o Reviews expenses and suggest cost-effective alternatives
o Reducing unnecessary costs and optimizing organizational productivity through new administrative and other hospital work flows
o Ensuring the availability of updated healthcare procedures and regulations in EJHN hospitals
o Human resource administration including interdepartmental coordination
o Building maintenance and operations in compliance with local regulations
o Review the utilization of assets and technology in line with provision of care to include the diagnostic services, inpatient beds, facilities, and staff to ensure the optimization.
• Reviews the EJHN program activities to ensure that they are on track and communicate regularly with the program management team about progress.
• Facilitate the preparation of EJHN program reports, communications and presentations.
• Supports EJHN program work plan development and reporting processes in close collaboration with the Project Director and project team
• With the Project Director represent Jhpiego and the project’s progress, achievements and lessons learned to health officials, key stakeholders, and through meetings and presentations.
Required Qualifications:
• Master’s degree in hospital administration or related field from an accredited university
• Minimum of 10 years of demonstrated experience in hospital administration
• Previous experience implementing management reforms in hospitals
• Previous experience working in hospitals on insurance billing-related issues.
• Strong interpersonal, team work, verbal and written communications skills
• Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and Access.
• Arabic and English fluency
Preferred qualifications:
• Experience with U.S. Government-funded or other donor-funded projects required.

MCGL seeks a Health Workforce Development Specialist to provide technical depth, vision, guidance and expertise in human resources for health management and leadership, management, for an upcoming USAID-funded project in the East Jerusalem Hospital Network (EJHN). The project will be focused on building the capacity of EJHN hospitals through the provision of technical, financial, and management strengthening support. This support will enable hospitals within the network to diversify income streams and improve the service provision for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director.
Responsibilities:
• Serves as Key Personnel for all Health Workforce Development activities.
• Designs and manage health workforce development interventions customized to the needs of each hospital with the aim of improving performance.
• Designs pre and post-employment interventions including to improve staff retention
• Designs and help establish a scholarship program for medical doctors and nurses.
• Leads development of locally-adapted approaches for and building capacity on health workforce planning and long-term forecasting of HR needs.
• Develops and implement innovative deployment, motivation, and retention schemes that address workforce shortages and high turnover rates, including gender-related challenges in the system
• Designs, reviews, and implement performance-based evaluation for healthcare workers in collaboration with key stakeholders
• Creates defined pathways and services for employees to help develop their skills to grow and purse other professional opportunities.
• Identifies and address needed services that may be missing.
• Guides the establishment of a marketing protocol.
• Developing a process for workforce development needs; support the establishment of a strong partnerships
• The position focuses on program & operational leadership and management; building external relationships, knowledge management, and resource development.Required Qualifications:
• At least 10 years’ experience in workforce development in hospital settings with experience with private hospitals
• Master’s degree in public health, human resource development/ management, training, public administration or closely related field.
• Minimum of 10 years of demonstrated experience on human resource management, managing operational, project management or administrative duties for U.S. Government-funded projects or other internationally funded projects
• Experience with improving staff retention
• Experience with U.S. Government-funded or other donor-funded projects required.
• Experience developing or implementing pre-service education, in-service training, continuing professional development curricula and programs, for healthcare workers is highly desired
• At least 5 years of experience supervising staff and managing expectations and performance.
• Strong interpersonal, verbal and written communications, teamwork and partnering abilities.

MCGL is seeking a Clinical Services Specialist to support technical depth, vision, guidance and expertise in quality case management for an upcoming USAID program in East Jerusalem, the East Jerusalem Hospital Network (EJHN). EJHN comprises six non-profit, charitable hospitals that have a long history of providing services to patients from East Jerusalem, the West Bank and Gaza hospitals in East Jerusalem. The EJHN program will support hospitals within the network to diversify income streams and improve quality of services for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Quality Improvement Specialist.Responsibilities
• Support the design and implementation of interventions to improve quality of services.
• Support ongoing capacity-building activities for East Jerusalem Hospital Network facility staff
• Support coordination and administration of virtual and/or in-person activities
• Represent the projects to stakeholders
• Build close working relationships with key stakeholders
• Ensure high-quality training of clinical mentors and frontline health workers
• Ensure data collection and reporting tools are implemented consistently
• Contribute to program reporting and related documentation needs for assigned technical areas
• Participate in stakeholder meetings and deliver presentations, as needed
• Facilitate initial assessment, analysis and action plan for improvement of service delivery.
• Facilitate the mentoring visits for quality improvement, learning and data strengthening at the hospitals.
• Take active part in the implementation of capacity building initiative and support the EJHN partners. Lead the development/review of evidence-based clinical training materials and relevant communication materials and ensure their use.
• Lead the development of clinical monitoring programs to asses staff knowledge and practical proficiency in executing clinical procedures and conducting clinical assessment.
• Integrate clinical monitoring program with the overall quality management program to ensure safety and facilitate improvement.
• Help develop a capacity building program focused on mitigating needs, deficiencies and risk
• Implement remedial measures identified to address the above and measure impact
• Other duties, as assignedRequired Qualifications:
Clinical degree in medicine; post-graduate training in emergency medicine or infectious diseases will be an advantage; 5to 6 years of relevant work experience in the West Bank, Gaza, or East Jerusalem
Experience planning and working in clinical care settings within public health programs; experience in contact tracing and/or infection prevention and control program preferred
Demonstrated experience working with USAID programs and familiarity with USG reporting requirements
5 to 6 years’ experience in management, operational and technical expertise with a preference in public health program implementation
Familiarity with the East Jerusalem health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation
Demonstrated ability in working and collaborating with a wide range of local and international partner organizations
Excellent skills in clinical decision making, facilitation, team building and coordination
Excellent writing and communications skills, including demonstrated technical writing skills for publication
